New Mexico House of Delegates Meeting

The meeting was called to order at 11:07
ATTENDING: Craig Leasure, Tex Doherty, Doug Forbes, Rusty Bernstein, Gary Riley, Rob Jones, Janet Lyon-Huffman, Debbie Kruhm, Dale Berg, Lou Metzger, Vince Metzger, Amanda Huffman,Douwne Yntema, John Gadbois, Floyd Senoski, Linda Gilbert, Jeff Mortensen, Bob Putman, Natalie Riley, Brent Bonwell, Patrick Norman, Crystal Wilson, Betsy Patterson, Steven Morrell, Irena Raper, Beverly Leasure, and Michelle Senoski
The minutes of October were read. Linda Gilbert said the minutes were not exactly what she had said at the meeting but were ok. NMS House of Delegates meeting minutes were then approved.
GENERAL CHAIRMAN (Craig): Reminders : * September Convention in Michigan.
ADMINISTRATIVE VICE CHAIRMAN (Tex): There will be a list of people who are authorized to make changes to the web-site. You must go through Tex and his group. Our current server contract is $200.00 per year. Vince and Jack will be changing servers to help us with our needs. Tex will give out passwords for people to use the web. On the web they will be adding the Zone 2007 meet info. Our intent is to find a sponsor so we need to do a marketing search.
FINANCE VICE- CHAIRMAN (Gary): nothing to report
SENIOR VICE CHAIRMAN (Doug): report contains qualifying times for Senior Nationals.
AGE GROUP VICE-CHAIRMAN (Rusty): Zones for 2006 is in Fresno. We hope to have a “get-together” practice at Kirtland before we go. YOU DO NOT HAVE TO HAVE A ZONE CUT TO GO TO ZONES!!!! We can take up to 26 swimmers. I would like to get some new ideas for choosing All Stars, possibly through character counts, for next year. The Zones information packet goes to all Team Reps and Coaches. There will be NO spring meet for All Stars. The only meet they will attend is the Zones Meet.
SECRETARY (Michelle): nothing new to report
TREASURER: (Rob): No unusual accounting events. Report shows comparison from 4/05 to 5/06 expenses.
Motion made and passed to reimburse Douwne Ynetma his whole amount of $1208.95.
TECHNICAL PLANNING CHAIRMAN (Janet): She felt that quality, attendance and enthusiasm were up at the State Meet. We would like no time changes. For Long Course, you will not be able to “buy” into the 50’s with a QT in the 100. QT times are based on our population – sometimes we use BB or B times, based on the last 3 State Meets and then we look at the 24th swimmer to decide if we need to change the qualifying times.
Motion was made and passes that there will be no qualifying time changes in any events and that you will now need to get a qualifying time in the 50’s , since we have those times established for 13 years and older.
Motion made and fails that we change 11 and 12 year olds swimming 8 events at State Meet to only 6 events.
Board Recommendation: add a time trial one day of the 3 day state championship. A fee for the time trial will be a deck entry fee. If the swimmer decides to do the time trial, they would have to scratch out of another event to participate, so they would not exceed the number of swims per day or total number. Only ones able to participate in the time trial would be people who are only entered into the meet including relay swimmers.
Motion made and passed we have swim time trials at the state meet for 1 day. This time trial would be included in the number of swims designated for the meet. (Swimmer may need to scratch a race to enter the time trial).
Motion made and passed that the entry limit will be enforced so if someone exceeds that limit then the last event will be dropped (the highest event number over the maximum number will be dropped).
JUNIOR ATHLETE REPRESENTATIVE (Amanda): Theme for Long Course State Meet will be pirates. She would also like to propose a budget to be set in the fall meeting for the social banquet.
COMPUTER CHAIRMAN (Dale): Report from the Board of Delegates Meeting.
OFFICIAL CHAIRMAN (Lou): Lou carefully reviewed split times. Western Zones in Fresno needs officials. Lou suggested we look into a Multi user computer for state meets. This would be a great benefit for our LSC. We would be much more informed at our meets, and we need this for Zones. Initial cost = $371.00 plus shipping = user fee of $250.00 for license. We will also need a router. Total cost = $622.00 plus $250.00 per year.
RECORDS/ TOP 16 COORDINATOR (John): John addresses all parent and coaches input on records but does not respond back.
EQUIPMENT CHAIRMAN(Jeff): No major purchases. Damages to stop watches needed to be replaced. He may issue a helpful hints flyer to those who borrow the trailer and equipment on “how to”. Rusty mentioned the cost and usage of the relay pads. Jeff will look into this and report by fall meeting. Kirtland is getting these pads with their new system and Steve Morrill said he would check into feasibility of use or rental of these.
REGISTRATIONS/SANCTIONS CHAIRMAN (Debbie): Debbie reported:
At this time we have 1309 athletes(1244) , 16 seasonal athletes(182), 189 Non-athletes(192), 18 clubs(17) and 2 single meet registrations.
We have 2 more clubs working on club status. Grant County and NMSU
USA Swimming now has the ability to report how many seasonal athletes remain on after seasonal swimming has finished. NM had 79 seasonal athletes continue as year round athletes last fall.
Reminder: Safety Marshals need to be non-athlete members.

SAFETY/ADAPTIVE SWIM COORDINATOR (Bob): 2 injuries occurred: 1. At Lobo, someone fell of the block and scraped their back. 2.) Someone fell off the bleachers at the State Meet.

ZONES
High School Interactions – Last Jan., the NMAA did not want US swim officials to observe the meets. High School meets are observed in other states. The issue is that the rules are different, accommodating our sport with theirs. The issue is being worked wth NMAA: Club coach can be high school coach, club coaches cannot interfere with high school coaches. Observed swims, we haven’t come to a consensus as yet. National High School rules have changed. Some of the rules that they have accepted are the No Recall, and downward butterfly kick in the breaststroke. US Swim rules have only 1 difference and that is in the backstroke.. Lou and Craig met with NMAA on working out their differences. There is still much discussion that needs to be done. Janet will make 2 schedules on whether high school students will be able to participate on the US Swim meet schedule.

** Duke City has bid the 8 and Under Long Course Championship Meet
It will be held Sunday, July 23rd, 2006 at Highland Pool, Albuquerque.
